Energy Institutes Process Safety Management Audit Tool
Dr Stephen Bater is HSE, Process Safety and Leadership specialist, researcher and author. Stephen has held a range of Director and Senior Management positions in a career that has spanned a wide range of global high-hazard industries including renewable energy, utilities, on and offshore oil and gas, manufacturing, construction, chemical and process industries. Stephen began his career in 1978 in Electrical Engineering and then going to Cardiff University School of Engineering gaining a Batchelors of Engineering degree with first class honors. Stephen then moved into operational management roles in the energy, renewable energy and utilities industry. During this period, he completed his Master of Science degree in Occupational Health, Safety and Environmental Management, focusing on developing, integrating and implementing formal management systems for high hazard operations. Stephen then moved into oil and gas and process industries working for global organizations in the Middle East and a range of process industries developing and implementing organizations wide best practice management systems and training programs. Stephen returned to the UK and has carried out best practice audits for Process Safety, Occupational Health Safety and Environmental Management in high risk and large-scale businesses globally. Stephen has authored numerous articles on leadership, energy management and process safety including authoring the revision of the Energy Institutes best practice high level process safety management framework. Stephen and his team have also worked with the Energy Institute to develop a range of tools to help industry implement the EI’s Process Safety Management Framework, manage risk and protect people and the environment by ensuring safe, compliant, and efficient operations. This has led to the development of a fully integrated software applications to measure all the PSM frameworks key indicators, including an aggregation function and fully aligned audit process to the EI’s Framework. Stephen is a Chartered Engineer, Chartered Member Institution of Occupational Safety and Health, Chartered Environmentalist, Fellow of the Energy Institute and Fellow of the Higher Education Academy. Stephen earned his Doctorate from The University of South Wales Business School in Leadership in 2014. His research focused on leadership paradigms and psychometric testing for leadership behaviours.Stephen will present the audit tool and how it can be applied to traditional and emerging industries which have to manage process safety including those operating in oil and gas and a range energy sectors. This will also include the robust audit tool endorsed by the Energy Institute to monitor, measure and help organizations effectively manage process safety.
